Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just over a week before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
